MHMDS submissions via the Bureau Service Portal

All providers of NHS funded specialist mental health services for adults should submit the Mental Health Minimum Dataset.

Submissions are made via the Bureau Service Portal (BSP) on Open Exeter, provided by the Systems and Service Delivery Team at Connecting for Health. This web site is only accessible via n3.

The BSP also provides access to retrieve both provider and commissioner extracts.

Commissioners' extracts contain record level MHMDS data for the patients for whom they are responsible.

Access to the Bureau Service Portal

First check that your organisation's Caldicott Guardian is on the Open Exeter register. If they are not then the Caldicott Guardian will need to register first. Then complete a Data User Certificate to gain access to the Bureau Service Portal. Providers and commmissioners complete the same DUC form, but have to state whether they are accessing the service as a provider or as a commissioner. Please make sure these details are completed correctly.

There is a separate DUC form on the same page to access the service for IAPT.

The Bureau Service has been developed by the Systems and Service Delivery Team at NHS Connecting for Health (CfH) to manage the processing of MHMDS submissions. They provide this service on behalf of The NHS Information Centre. This service is provided free of charge as a joint venture between The NHS IC and NHS CfH.
